Short answer: if you sell physical products to EU or Northern Ireland buyers and you're not based in the EU yourself, yes — you need one. But the details matter, and there are several common situations where the answer is "no" or "it depends." Run through the scenarios below and find yours before you spend money on a service you might not need.
The core rule
Regulation (EU) 2023/988 requires every consumer product placed on the EU market to have an economic operator established in the EU responsible for product-safety tasks — the Responsible Person. "Placing on the market" includes distance sales: if your Etsy listing is visible to EU buyers and you ship there, you're placing products on the EU market. There's no exemption for small sellers, handmade goods, or low volumes.

You're based in the EU and you make the products yourself
You are the manufacturer and you're established in the EU, so you are your own Responsible Person. Fill in your own details in Etsy's fields and move on to labels and documentation.
You're in the US (or anywhere outside the EU) and you ship physical products to EU buyers
This is the classic case. You need an authorised representative in the EU — a company you formally mandate. See our full EU Responsible Person guide for who qualifies and what it costs.
You're in the UK and you sell to EU buyers
Since Brexit, the UK is a third country for GPSR purposes. A UK address doesn't satisfy the EU establishment requirement — you need an EU-based operator even though you used to be covered. Northern Ireland follows the EU rules, so NI buyers count as EU buyers here.
You've excluded the EU and Northern Ireland from your shipping
GPSR is EU law. If your listings don't sell to the EU/NI, the requirement doesn't apply to those sales. Etsy lets you restrict shipping regions shop-wide. This is a legitimate choice — just an expensive one in lost sales.
You sell only digital downloads
The GPSR targets physical products and their safety risks. Digital-only sellers sit outside its practical scope. (Etsy has its own platform guidance for digital listings — follow that — but the Responsible Person rule is about physical goods.)
You sell vintage or secondhand items
Etsy's interpretation is that the GPSR applies to products placed on the market on or after 13 December 2024. Genuine antiques are generally outside scope, but vintage items sold for everyday functional use (a working vintage lamp, for example) are likely covered. If you're unsure about a vintage line, the cautious move is treating it as in scope or opting those listings out of EU shipping.
You resell products made by someone else
If the manufacturer is EU-based, they may already be the Responsible Person and you may just need their details on the listing. If the manufacturer is outside the EU and there's no EU importer, the obligation can land on you as the seller placing the product on the EU market. Check your supply chain before assuming.

The shortcut that doesn't work
One idea that comes up a lot: "Can't I just use my cousin's address in Berlin?" No — not as a casual favour. The Responsible Person is a legal role with real duties: keeping your technical documentation available for authorities, cooperating on corrective actions, reporting serious incidents. A formal mandate agreement with a provider (or a genuinely willing EU-based business partner who understands the role) is what the regulation requires. A borrowed address with no agreement behind it gives you a field filled in on Etsy and no actual compliance underneath — the worst of both worlds if an authority ever asks questions.
The question behind the question
Most sellers asking "do I need a Responsible Person" are really asking "is there a way I don't have to deal with this?" The honest options are: be EU-based, stop shipping to the EU, or appoint one. There's no fourth option where you keep EU buyers and skip the requirement — and Etsy can remove listings that don't have the fields filled.
